    If it was sold by the dealer and you didn't go directly to black house,the dealer is responsible.

    That is the HP Credit Agreement your wife has signed, the small print says "you have no right to cancel" the HP agreement, in 2008 that must mean the agreement was signed on Trade Premises, so it's virtually 100% certain that it was signed at the dealership. This would indicate it was the dealer who sold you PPI not Black Horse - there is of course always the possibility that PPI was somehow added in error.

    Have you checked the FCA website to see if the dealer was authorised to sell General Insurance products and/or the FOS website for Ombudsman decisions on PPI complaints for that dealer.
