Will definitely contact practice manager.
For me this template is targeting cases where there is a requirement for payment after certain time. My pcn states "permit holders only" so overstay is irrelevant. There is no option to pay for parking at this location (but there is no information on what permit is required or how to get one)

You are mistaken!
You should have asked exactly who the landowner IS that engaged these scammers so that you can take it up with them, not just taken that answer.
As for the permit question I suspect that staff have a permit, but as a client of the surgery you have to input details into the terminal as you stated.0 -

quick update on the case,
As advised I have appealed on the CEL website using a template mentioned above but also spoke with practice manager who took the case on.
Yesterday I got a call from practice manager saying that the PCN was cancelled.
I would like to once again thank you all for support and help in the matter0 -
If the practice have a facility to leave comments on their website write this up to warn other patients. Head it BEWARE OF SCAMMERS or some such.You never know how far you can go until you go too far.0

Great to read this. Try logging on to CEL's website pretending to 'pay' to make sure it shows as cancelled this week.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

50 google reviews most negative due to parking issues. The info on the surgerys website is incorrect and i have mentioned it to practice manger. Will write a formal compalin about it.
Also checked CEL website and the pcn is still active. I will give it time to update till friday and if it is still there i will contact practice manager again.0 -
took a while but got the following message on the website today
"This Parking Charge Notice has been cancelled."
