Hi All
I would appreciate a bit of help in the following matter
My wife attended a scheduled doctors appointment. On arrival she was asked to register the car using a touchpad machine at the reception. The machine is not providing any printouts with registration confirmation.
After around a week I have received (I am the registered keeper) a PCN from Civil Enforcement Limited stating that I have breached terms and conditions clearly stated on the signage "permit holders only" and been asked to fork out £100 reduced to £60 if paid in 2 weeks.
We have contacted the surgery and been told that if we write to CEL and provide appointment confirmation they will confirm that it is legit and will cancel the PCN.
Reading through the posts I am not convinced it is that simple.
There are several templates on the internet but some are 10 years old
Would someone be able to point me in the right direction? Happy to provide more info if required.

Why not wait for the PCN to be cancelled by the surgery, there is no hurry. Meanwhile read this.

Can you please elaborate? Surgery told us that there is nothing they can or will do with it.
In regards to timeline I was under the impression that I have 28 days to appeal.0 -
Don't use random templates off the internet, the newbies thread on here has all you need.
The surgery has given bad advice, you are dealiing with a greedy scamming company that is not how it works, I would go back and tell them that it is their responsibility, it's their contractor (that only makes money out of trapping people), it's their equipment that has caused this.0 -
Complain in writing asap to the practice manager, it's their job to get cel to cancel it

I have asked if in this case there should be a sign asking not to park there instead of dodgy tablet with registration screen. No replay to this and been told to call tomorrow to speak with practice manger.
Should I complain to practice manger only or should I also appeal to CEL at the same time?

That's the template to use. Contact the practice manager and pressure them. If they don't employ the parking company ask who does.0 -

For me this template is targeting cases where there is a requirement for payment after certain time. My pcn states "permit holders only" so overstay is irrelevant. There is no option to pay for parking at this location (but there is no information on what permit is required or how to get one)

Don't worry about the details. It's purpose is to get an appeal in that doesn't name the driver and lets them know you are being helped here.
They will recognise the template and know you are a hard target.0 -
So, if the practice has a terminal to type your registration there must be some connection.
I would suggest you advise the manager that should this go to court, you will include them as a witness so he/she can explain to the judge that YOU DID enter the reg number, and YOU DID see the doctor at the time.

Tell them that, with a terminal in the surgery it has everything ti do with them and that if they take you to court you will call the practice manager as a witness.
Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0
