Aldi (Boscombe) ParkingEye - ANPR Registration Entry - Query with wording of template

Hi. Not new to this, I had a Highview PCN successfully canceled sometime back.

This time, it is for a friend.

A friend of mine has received a ParkingEye PCN for Aldi in Boscombe (Bournemouth, Dorset).

The KEEPER of the vehicle is certain that the DRIVER did NOT overstay the allotted time, but is also certain that the DRIVER DID enter the vehicle registration number before exiting.

Aldi stands to lose the custom of a local business, but we have a problem in that I cannot go in to complain on their behalf as I will be at work and that there is a language barrier as they are not native English speakers.

We have the receipt from the time of the event, so have evidence of a legitimate reason for being there.

The PCN does NOT state if it is an overstay or failure to record registration number.

I am certain we have enough to get this overturned before POPLA.

However, as I stated, I have queries regarding the template:
... Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.:

- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it. ...

My query is with the above - what is a PDT? It is NOT listed in the abbreviations. Would I be right in thinking that this is a "Pay and Display" machine that issues tickets? Or is it the in store reg machine? If the PDT is not the reg machine, how should I re-word this?

I am instigating the appeal on my friend's behalf, but will be using their email. Of course I will be emailing Aldi directly, but should we email PE or use their online portal?

    The blue template appeal should be sent to the parking company.

    It is not suitable for sending to Aldi.

    Send the blue template appeal to PE using their appeal webpage.

    Send it unchanged - no additions or alterations needed.

    Send it as the keeper.

    Complain to Aldi at the same time.

    Apologies if I didn't make myself clear, the complaint to Aldi will be just that, a separate complaint. And the appeal will be sent to PE.

    Just use the term 'regular customer', it's what Aldi will be more attuned to. As well as sending receipts for the day (how much was actually spent on that day?), send back-copies of receipts/cc/bank statements to prove regular patronage. Aldi HO will cancel.

    There isn't one.

    If there is a decent amount of time before the deadline for appeal to PE is up, just go with the Aldi complaint for now. But if no response nearing the PE deadline, just whip off the initial appeal template to PE via their appeals portal a couple of days before their deadline.

    Nine times out of ten these tickets are scams so consider complaining to your MP.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    OK, not sure if I have made an error of judgement. I am at work, and it's been a difficult day so far. I hadn't seen the message regarding emailing Mr Hurley at this point.

    I was trying to find a geographic number for my local store as the 0845 charges 7p/min on top of the operator access charges. I eventually found a freephone number, but that took me through to central customer services.

    They offered to put me through to my local store, but wouldn't do so until I gave a reason. When I mentioned it was a parking matter they said they could deal with it, after checking it was OK to deal with me on my friends behalf, as English isn't her first language.

    So after taking the reference number, registration number, date and times, and the receipt details, AND MY name and phone number, they said that the appeal had been started!

    At no point did I say who was driving.

    Should I fill out the online appeal anyway, to explicitily deny all knowledge of the driver - email Mr Hurley - or both?
