As your case is about briefly setting down a passenger not being subject to parking enforcement, take a look at the wording currently being worked on by @Ksalamut which quotes from the DLUHC Code about passenger drop off/pick up not being a 'parking period'.PRIVATE 'PCN'? #7 says the signs were Excel and the ticket was from VCS. Aren't they separate companies? Signs in this link says Excel.
Picked up by @Fruitcake here and nothing in the WS to draw the court's attention to this.

- All land is owned. If you are not on yours, you are on someone else's
- When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
- "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere
