On a skim read, there's no mention of the Greg Knight Bill (now Act), just that the Government needs to do something!

Someone should do a study on how much PPCs have contributed to the demise of bricks'n'mortar shopping. It's certainly a big factor putting me off driving to shop, when online offers the same or better service.
And: My local council now employs bonus-driven wardens employed by a private contractor. They patrol the only local public parking that accesses local small shops, pubs, restaurants and social clubs. The village layout means there's near zero street parking. That one car park used to be free off peak and weekends. Now fees have been introduced at all hours. The public has to spend time understanding the fee rules then fish for exact change. I've seen wardens patrolling this half empty car park in the middle of the evening in search of their bonuses. Again, any wonder that retail is dying, pubs closing and town centres declining?0 -

How do you know they are bonus driven and which private company have they employed0 -

BPA members are prohibited from using bonus schemes:
“Effective from 2 January 2018, the practice of offering financial incentives relating to the quantity of parking charge notices in new and existing employee contracts is prohibited.”
The IPC are a bit more lenient obviously:
“You may use incentive schemes to motivate your staff and improve productivity. However, you may not use an incentive scheme which focusses solely on the volume of parking charges issued without introducing sufficient checks and balances so as to ensure that operatives do not issue Parking Charges where they should not”
Local authorities are not supposed to use financial incentives.0 -

PPCs are not alone, there seems to be a rip off culture in Britain which does not exist in most other counties.
Loan sharks, drop off charges at airports, Brighthouse, bus lanes, PPI, some of the highest train fares in the world, exhorbitant taxes on Blue Nun and Woodbines, sky high business rates.
