Joining outbuilding to main house

What do you mean by an alley way? Will the house is still intact with a door?
The type of house that I live in has a back door and then a single skinned adjoined outbuilding; some have made this outbuilding part of the main building, without a door.

If the outbuilding is converted to 2 self contained units of accommodation, then they will each attract their own Council Tax band whether or not they are joined to the main house.
The occupier of a s/c unit is responsible for paying the CT bill, not the owner (unless it was unoccupied or owner occupied).
Joining the 2 buildings will not absolve you from needing PP and BR to convert the outbuilding to residential.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
