Plusnet/JohnLewis Cool Off Period SCAM.

So I recently switched to John Lewis/Plusnet BB, so after roughly 14/21 days the speeds were the maximum I get in my area (Great but Terrible 14mbps) then as quick as a flash down to minimum requirement they offer 4.7mbps (I am actually getting 5mbps)
So I thought of calling them and asking what the fudge is going on, and when does my cooling off period expire.
Get this folks...So the day I called to enrolled with them, the day after is the first day of the 14 day cooling off period, I had to wait approximately 3 weeks for my old provider to cut me off and the John Lewis/Plusnet router to arrive and be switched on etc..
So, it's kind of like this, If you ordered a new car with a 6 month warranty, but the wait period for the new car was 6 months, you'd have no warranty basically.
How is this even legal, let alone ethical?
Let me know your thoughts if possible please people.

Paranoid not the latest MSE buzzword of Scam /
Something has gone wrong it happens .
Its either a line fault or your setup .OR more likely line is resyncing and that takes up to ten days normally .
Your old provider is the one you should complain to regarding time .0 -

It's not a SCAM!
It's another case of you not reading T's and C's and understanding how the distance selling act works in relation to these kind of orders.0
