Premier Park insisting on driver details

Hi,
I'm appealing a fine we got for parking in a space we didn't know you needed to reg your car for-we stayed at the hotel opposite and the car parks are next to each other. Apparently the pub who gave management of the car park to Premier Park do allow hotel guests to use it but you have to register car, we arrived after pub closed so, even if we'd been informed by hotel, we could not have registered.

Anyway, I've done the online appeal, after trying to get the hotel and pub to help, and now Premier Park have sent me an email saying they cannot consider the appeal until I name the driver. First I had to complete a form confirming the name of the registered keeper/driver, i confirmed registered keepers details, and he signed to give me authorisation, but now they want this.
Can they do this? Refuse to accept the appeal until they know who the driver was? If not, can anyone advise me what my next step should be please?

    You have not be fined by the way, just an invoice.

    Premier Park use this little wheeze about the driver. You are the keeper .... end of story

    Premier Park are BPA members and if they are refusing your appeal which as keeper is your right, complain to the BPA

    Who are you then?

    Not trying to be funny, but if you are not the registered keeper, nor the driver, why were you appealing?

    You had no Parking Charge Notice to appeal against and it is this that has led to the confusion.

    Yes, it has, that's what I'm appealingly. It arrived just over a week after the 'contravention'.

    I'm reg keepers wife, and dealing with this on his behalf. I have advised Premier Park of this, and completed a form to confirm that the reg keeper has given me permission to act on his behalf. That bit is sorted, now they want me to give the name of the driver, and have said that they cannot put the PCN on hold unless I provide this info. Hope that makes sense.

    Throughout here you are advised never to reveal who was driving

    You need to edit your post to remove details of who was driving

    The ppcs monitor this forum and can use posts in your thread against you

    (If you have used your real name in your forum name then get mse to change it to something anonymous)

    Post 7 still identifies the driver! Need to edit asap.
