you are not the registered keeper, that is probably the hire company
theerefore you cannot say that this email is from the registered keeper, only the day to day keeper as hirer of the vehicle , namely , the hirer
you need to get into your head the differences between OWNER , RK , KEEPER , HIRER , DRIVER, OCCUPANT OF THE VEHICLE , all assumed to be different entities
if the hire co have named you as hirer , you are emailing as the HIRER/KEEPER
if IP have issued a popla code they wont care about your letter, but you can email a SAR direct to their DPO listed on their privacy page
in which case you should be constructing a popla appeal to use your code, within 30 days of the popla code being issued , the above is nothing like a popla appeal, its a mish mash of first appeal , SAR and witness statement0 -
OK i'm quite confused as to how to approach this now... Please excuse my ignorance, I really do not know the best way to get around this...
Allow me to clear up a couple of things... Based on the advice I've gotten so far, I am wondering whether I need to go direct to Initial Parking to tell them I am the day to day keeper (namely the hirer), or whether I should submit a POPLA appeal and include the detail about me being the hirer in there? As things stand they are only aware of the registered keepers details (not mine)
I may be misinterpreting the advice, however from Fruitcakes reply I was thinking I should go down the path of contacting Initial Parking and somehow getting them to put the PCN in my name as the hirer ie await a NTH.
I have spoken to the hire company and they are aware I am dealing with it however they have not named me at all, they have simply contacted me direct with the details of the PCN.

Then appeal it in your name as hirer
Or tell the hire company to respond which they should have done in the first place, naming you as hirer and following pofa, because at the moment they are still responsible due to not following correct procedures
They should not be contacting you, they should have named you as hirer so that initial send you an NTH in the post, after 6.5 years since pofa they should already know this and be following BVRLA guidelines
Your confusion is caused due to the hire company not doing their job properly0 -

Hi all, just wanted to give an update...
After sending the email to Initial Parking (detailed in my post 29th July) and submitting an SAR to their DPO on Thursday 2nd August, I have received a response from them today confirming the PCN has been cancelled! RESULT!
