Newbie here!
Received a PCN for 71 mins in a max 120 min period. After 60 mins you need to pay £1.
I was not the driver, but they are taking me to court as keeper.
Since the alleged offence they have added many more signs around, however I have no evidence of what it was like on the 1st Jan!
I've not responded, and therefore now recieved the claim £160 + court fee of £25.
Since I've not offered a defence before am I too late and should pay?

Hi and welcome.
What is the Issue Date on your Claim Form?
Did it come from the County Court Business Centre in Northampton, or from somewhere else?0 -
Thanks, issue date was 14th Jan, so within the 15 days.
County court business centre, st katherine house, NN12LH so I assume Northampton.0 -

Let me re-phrase my question...
What is the date in the box labelled Issue Date on your County Court Claim Form?
I'm expecting you to give me a July 2019 date.0 -
Sorry, thought you meant the first PCN. Issue date was 18th July.0

Having done the AoS, you have until 4pm on Tuesday 20th August 2019 to file your Defence.
That's over three weeks away. Loads of time to produce a perfect Defence, but please don't leave it to the last minute.
When you are happy with the content, your Defence should be filed via email as suggested here:-
Print your Defence.
- Sign it and date it.
- Scan the signed document back in and save it as a pdf.
- Send that pdf as an email attachment to CCBCAQ@Justice.gov.uk
- Just put the claim number and the word Defence in the email title, and in the body of the email something like 'Please find my Defence attached'.
- Log into MCOL after a few days to see if the Claim is marked "defence received". If not chase the CCBC until it is.
- Do not be surprised to receive an early copy of the Claimant's Directions Questionnaire, they are just trying to keep you under pressure.
- Wait for your DQ from the CCBC, or download one from the internet, and then re-read post #2 of the NEWBIES FAQ sticky thread to find out exactly what to do with it.
0 - Sign it and date it.

From a defence point of view, I'm not convinced I have one. 11 minutes over the pay window. No evidence of the notices or how they were displayed (changed since). I know the driver didn't take a ticket so there would be no record of my reg.0

Which PPC ?
Did the PPC adhere to POFA ?
Email a SAR to the DPO at the PPC and obtain all the documents and pictures and data about you and your vehicle, attach a scan or pic of the N1 claim form as proof of ID under the GDPR0 -
The PPC is VCS (Vehicle Control Services).Unfortunatley I think the PPC have followed POFS.
Reading the parking charge notice it appears to align with sections 72b,c and section 9 of the POFS: (from PCN) The driver of the above vehicle is liable for the Parking Charge for which payment is now due. The charge relates to the period of parking between the entry exit times in this letter...
At the date of this notice we do not know both the name and address of the driver and, as the registered keeper of the vehicle, you are now invited to: (i) pay the unpaid parking charge, (ii) if you were not the driver of the vehicle, to notify us of the full name of the driver and current address...etc0
