Appeal deadline looming - please help

Hi all, First-time poster - so please be gentle.

I have been away and got back to find our first ever Penalty charge notice (from Euro car parks) for not getting a ticket at a local Retail park restaurant last month and it was addressed to me, personally at my home address.

None of the occupants saw any signs saying payment had to be made, but having been back, I can say that a sign was there. The PCN just has 2 photos of the car's reg plate with the entry and exit times on.

I only have a few days until the 28 days are up and they are asking for £100.

The car is leased by me from Lex on a personal basis.

I have tried to read as much as I can and have found the template so, thanks for that, but ECP are asking for my name and if I am the registered keeper, driver, both, the hirer/lease, or none of the above, before i can move onto the appeal box to put the template wording in.

Having read the threads, I don't know how to correctly appeal re putting if I am the hirer or keeper etc and have they done something wrong by writing to me personally, not Lex?


We parked there in mid june and genuinely don't know when the PCN arrived here (other than some time before today (july 25th) so could that be too late?

Many thanks for any advice you can give.

    Everyone is asked to read up on this in the newbies FAQ thread near the top of the forum before starting a new thread

    But before you go there edit your post to remove details of who was driving

    The ppcs monitor this forum and can use posts in your thread against you

    You have not received a penalty charge. You have received a parking charge notice from an unregulated private company.

    As above, read the NEWBIES and send the appropriate appeal for lease/hire vehicles written by edna basher. Do not miss the appeal deadline. Give the name and address for service of the hirer/lessee.
    Do not reveal the driver's details under any circumstances.

    If the lessee's name is on the V5 then that is why the NTK has been sent to you.

    The BB scheme does not apply on private land so is probably irrelevant, and certainly not relevant at the initial appeal stage.

    Does the NTK meet the PoFA 2012 requirements? Compare it against the PoFA to check
    What is the date of the NTK? It is assumed that it will have arrived two working days after the date posted. The earliest it can have been posted is the date it was generated so you can at least see if it could have arrived in time, or definitely didn't arrive in time to meet the PoFA requirements.

    Get pics of the site and signage asap.

    Have you complained to the landowner yet?

    Don't forget to complain to your MP about this unregulated scam.

    It's a Parking charge notice, not Penalty

    The PCN is either for non payment or for overstaying the onsite limit

    The BB scheme doesn't apply on private property, read the blue booklet

    The appeal is as keeper, no blabbing about who was driving

    Check the PCN and the signage to find out the rules and what rule was broken

    Nine times out of ten these tickets are scams so complain to your MP.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    even if you havent done it yet, doesnt mean you wont fall into the trap that many others do and regret it later , plus you stated that it was a PENALTY notice when clearly it is not

    the person named on the NTK or NTH appeals it as keeper (hirer , lessee) , no ticking any boxes about who was driving, that is a secret , walls have ears , plus there is no WE on the appeals option

    as its a leased vehicle , read the edna basher posts and info from the BOTTOM of post #1 of the NEWBIES FAQ sticky thread, third thread down from the top of this forum

    choose a suitable template and adapt it, using it to appeal as keeper (its a leased vehicle so the person they sent it to is the lessee, the day to day keeper) , if that is you , its done by you in your name , as lessee/keeper

    Hi all - I appealed on the grounds that the £60 charge was excessive (it would have cost us no more than £3 to park there had we seen the sign) but mainly due to the fact that the PCN definitely arrived more than 15 days after the alleged offence. (I assume it is actual rather than 15 working days - is that correct?)

    Euro car parks have just rejected my appeal with what looks like a pretty standard letter featuring various bullet points of reasoning, want their £100 and say I can appeal to POPLA, but interestingly, there is no defence or even a mention of the fact that it took them over 15 days to send me the PCN.

    Any help on what to do now would be greatly appreciated.
