Blocking in vehicles (or clamping) and either requiring payment for the release or refusing to remove the block, became illegal when the Protection of Freedoms Act 2012 became law on 1st October 2012. (Private companies and individuals only ... Councils and other enforcement agencies can still legally clamp).
The underlined bit is key ... if you block in a vehicle but don't refuse to remove the block (yet take a reasonable time to remove the block) then no offence is committed.
I really wonder if the police would have the slightest interest in intervening in this situation
I wonder who dictates what is a reasonable time especially if the keys are elsewhere0 -
If you had the time, money and inclination - you could build a wall around it and put a roof on it

Take the wheels of, with no witnesses, and leave it on bricks..... report it as abandoned.0
