Probably yes, with a parcel the 2D barcode ref will show delivery confirmation but there won't be an acceptance scan.

they have stated that I must upload tracking info
so now all my £5-10 sales that have been free postage (£1.65 to me) will now have to be ammended to add £3.40 postage0 -
Can you charge the difference between the £1.65 which you were paying and the £3.40 postage.Thrifty Till 50 Then Spend Till the End

its ebay with holding funds, not paypal
can sell 6 things in a row, get feedback , but then 2 or 3 will be put on hold , its always ones sent by royal mail , all hermes ones with tracking are paid out0 -

Ebay don't hold funds.
They don't hold them because they never have them.
I'm also not clear on when you say...proof of posting , ie tracking info not proof of delivery

Proof of posting is not tracking or proof of delivery. What are they asking you to provide?0 -
DISPATCH QUICKLY AND USE EBAY LABELS FOR FAST ACCESS TO YOUR FUNDS
Typically you will get access to your funds within 21 days, and possibly even sooner:
If you print postage labels through eBay or PayPal or use another carrier who provides tracking information and manually enter delivery tracking information on eBay funds will be available three days after the latest estimated delivery date.
If you mark the item as dispatched but don’t upload tracking information, funds should be available seven days after your latest estimated delivery date.
If you don’t provide tracking information or mark the item as dispatched, funds will be available in 21 days.0 -

And have you provided your 'tracking' which is your proof of delivery?
If you are sending items without POD then you need to wait the prescribed time for Paypal to release the funds.
Ebay don't hold your funds.0
