    If it's dogs with their owners, could you put in one of those motion detecting sprinkler things? If the motion detection is only on your property, I can't see that you'd be doing anything wrong. If their poor little pooch gets an unexpected shower mid-dump, not your fault. If the owner also gets sprayed when their dog triggers the sprinkler, "ooops, the dog must've knocked the sprinkler to cover the path".
