Sorry to bother you again but who am I complaining to as this parking lot is managed by Horizon parking but there's no mention of the actual owners. I checked the sign picture, it only says privately owned but no other details.
You can phone shops etc. that are served by the car park to ask who the landowner is. You can also contact the council to ask who pays the non-domestic rates for the land. Another route is to pay £5 to Land Registry - go online - for this information.
Some digging around is required but persevering is very often worth it.
I'm thinking that now you've confirmed that the PCN is not POFA compliant it'd be a very good idea to go back and edit your posts so that the driver is not identified. The Registered Keeper appeals (and is the person who complains to the landowner) and the driver was, well, driving. The PPCs do lurk on the forum and have been known to use peoples' posts against them.0 -

Ignore any begging letter asking who was driving and please don't post about it as we have no time for that template drivel!
This is a non-POFA PCN - you told us yourself - 100% cert dead easy for a keeper to win at POPLA by talking about the PCN only being a non-POFA one, for admitted drivers. And the driver will not be identified, as you do not have to.
P.S...that's not the same as lying, and this will not go to court. Kill it at POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
