PCN Horizon parking advice

Hello All,

I have received a PCN from Horizon Parking about a week ago. First instinct was to ignore it but now I have second thoughts after doing some research and reading the newbies guide. Looking at the guide and so on, it's mentioned quite a few times that you should appeal on the pretext that it wasn't you driving, at least that's what I understood.

This is where my problems lies, they have a beautiful picture of me and you can quite clearly see me driving. I wasn't wearing my batman mask, silly me...

My question is how should I proceed? Should I appeal it using the template?

    you should appeal on the pretext that it wasn't you driving, at least that's what I understood.
    No-one says you tell them lies, you do not say that you were not driving.

    That is not what you see in the NEWBIES thread at all.

    Luckily, Horizon don't have facial recognition powers. Scumbag PPCs are not the Police with Facial Recognition camera vans!

    But if they take me to the court, wouldn't the fact that they have a pretty clear picture of myself be to my disadvantage?

    I can use the template and email them but I'm concerned about future complications.

    No, because in the appeal & POPLA appeal you are not lying. No-one tells you to pretend you were not driving, that is NOT what the template appeal says at all.

    You are more than likely to win at POPLA stage anyway.

    And what happened when you complained to Sainsburys or the shops you were using?

    That is another problem, there were no shops around there and this parking lot is not intended for shops. It's a big parking lot in the city centre of a city on the south coast that many people are using for parking when going to the beach.

    You don't seem to have even mentioned the POFA/lack of keeper liability point, in your replies to me. Last time I looked at one, Horizon's NTKs didn't use POFA wording, could not hold a keeper liable and THAT is why the keeper appeals!

    That's for you to check, not us, using the POFA link in the sticky thread.

  • Looking at the POFA thread with the Golden Ticket and checking against my PCN I can't find any wording similar to POFA/keeper liability after 29 days. Only "if after 28 days we have not received payment we have the right to recover the parking charge that remains unpaid from the driver and further costs may be incurred".

    Should I make any additions to the template? The only thing I could say is that the sign was confusing but at the same time, looking at the picture of it that I have in my phone, is not that confusing anymore. The hotel and clients parking details and conditions are on the same whiteboard separated by a black line.

  • Sorry to bother you again but who am I complaining to as this parking lot is managed by Horizon parking but there's no mention of the actual owners. I checked the sign picture, it only says privately owned but no other details.

    Have you sent that blue text template appeal yet?

    Stop putting objects in the way.

    The keeper should send that appeal unchanged.
