    Who ever promised it would always be safe and appropriate on any road to drive at the speed limit?

    It's no more than an upper limit of what's legal, and carries zero relevance to a safe and appropriate speed for the road and conditions. Which is precisely why all drivers need to be able to decide safe and appropriate speeds for the situation without reference to the limit.
