Yes and you could throw a 3 figure costs schedule at them (20 hours at £19 per hour LiP rate, plus postage and printing costs) and ask that they settle (they won't).
But then add that if they try to sue you again for any parking charge within 6 years from now, you will counter-claim for that outstanding costs sum and a further sum not less than £250, for abuse of your DVLA data with no just or reasonable cause. This is now an actual loss from your point of view, of your time and costs, plus damages for distress, and this now remains a debt owed to return you to the position you were in before they started this tirade of intimidation and baseless claim.
VCS' acceptance of these terms will be performed by the conduct of them writing to you again about any parking charge which will establish a course of conduct of harassment.
Gives you something to claim for if they try another one...something to hit them with.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
