POPLA Appeal Reject

Hello everyone,
I really could do with and would appreciate some advice here.
Recently i received a parking charge for where i was at a car park for 15 minutes - the car park, according to the website, allows free parking upto 30 minutes.
As i received the parking charge letter literally with just a few days before the cut-off date for discounted rate of £60, i paid this and then appealed.
i appealed to Parking Eye, who rejected the appeal and gave me a POPLA code whereby i could further appeal. I provided POPLA with evidence of the car park tariff link and showed them the letter that i received from ParkingEye which said i was there for only 15 minutes. Yet my appeal still failed - and only after this had i come to know that this particular car park was actually split in 2 whereby the other portion was controlled by ParkingEye.
Now the issue i have is that as i appealed to POPLA and failed, ParkingEye wants the full £100 now - as this was a condition of if i appeal and lose.
But today i came across this at the FAQ section on POPLA's own website, it states;

Can I still appeal if I pay the parking charge notice?
No you can't. Do not pay the parking charge if you intend to appeal. If you submit an appeal to POPLA where you have already paid the discounted rate or full rate, or you pay either of these rates after submitting your appeal, to appeal will be withdrawn.
So given the above that is on their website, does this not mean that my appeal was never actually taken on as i had already paid the fine prior to my appeal and therefore this appeal is withdrawn?
i am not a high earner (pizza delivery driver) so any advice would be much appreciated.

Nine times out of ten these tickets are scams so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0 -

I guess POPLA considered it because ParkingEye didn't tell them you'd paid £60 of it, and in any case £60 was not paying off the full charge.this particular car park was actually split in 2 whereby the other portion was controlled by ParkingEye.
If you want my advice I would NOT pay the extra £40. You paid £60 and the system accepted it, and that is double what it has cost P/Eye to go thru POPLA. There is no obligation for people to pay if they lose at POPLA, so sit tight.
If P/Eye send a LBCCC threatening court, respond showing them you paid £60 before POPLA stage and they should have cancelled/pulled out of the POPLA process at an early stage, as they had the relevant early charge.
Don't talk about it being late.
Show us your draft response first, if you get a LBCCC, and don't be scared. I highly doubt P/Eye will file a court claim for £40 given that we KNOW they often settle for £60 anyway!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
