Garden tap - water not coming out

This was a common fault when I used to repair washing machines for a living. As has already been said, it's the disc that has been cut out of the existing pipework folding back over the hole. Get it replaced with a proper t-piece, & you may as well replace the hose with proper pipe at the same time then it will be a permanent fix.Tall, dark & handsome. Well two out of three ain't bad.0
