    UPDATE:

Work just called to get the PCN cancelled they are saying it cant be cancelled because their operator did the work etc so if work cover the cost of £37.50 they will cancel the PCN.

It matters not what the ppc say. All you want is them to write to the ppc and say they wish for it to be cancelled. If the ppc refuse that's ok.

If it progresses to court (which it may well do) you want evidence you can show. If the landowner says they want it cancelled and you can show that to a judge it leaves the ppc with a mountain the size of Everest to climb.

It is incredibly difficult to bring a court action against the principles wishes.

It has cost nothing except a letter or two. About a tenner.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Indeed. I suspect if the cancellation request is put in writing then that fake charge may disappear along with the ticket.

Surely the workplace can double check the PPC contract or ask the landowner to cancel it, as there is NO WAY the terms say the principal can only cancel a PCN if they pay £37.50.

If it does, whoever signed it for the landowner is stupid and needs a complaint at them.
