More than half of the party wall thickness built in adjoining land.

The party wall agreement states "The party wall shall be positioned so that no more than half its thickness shall extend across the boundary line."
However, in our case the party wall thickens that our neighbor built has exceed around 3cm in my land. That means about 18 of its thickness is on my land and around 12 cm on the neighbor's land.
He started the wall from the right spot and is in middle of the boundary, but the end part of the wall finished 3-4cm more into my land.
I talked to him about it and few days later he emailed that the wall has been built as we agreed and he will not do anything about it. The party-wall surveyor said 3cm is not much so is better to ignore it.
I would probably let them go if he simply apologised, but the way he responded now I would like to know what I can do about it.
I will appreciate any advice.

There's likely to be more than 30mm tolerance in the boundary measurement unless you have coordinated positions. I think it's highly unlikely anything will be done/enforcedSome people don't exaggerate........... They just remember big!0

For 3cm? And now it isn't the 3cm, it's even more trivial; it's expecting an apology for the 3cm.
I'm going to be frank. You need to give your head a wobble.
How often do you find yourself in conflict with people? Life isn't good if you're looking for reasons to fall out with people.
People are going to get annoyed at your presumption that you need an apology for it. You have no proof and cannot produce the proof that it is 3cm in any direction.
Forget about it. Try and get on with people!Everything that is supposed to be in heaven is already here on earth.

Can you actually prove that the actual boundary was within 3cm, or for that matter 30cm of where it should be?
Because if the map is 1:1250 scale, then a 0.5mm pencil line is 625 mm wide on the ground.
I wouldn't have apologised if I was the neighbour.

Firstly, thank you all for your replies.
Please before everyone jump in conclusion that I do not have anything more important to do in life or judge me that I am a treble neighbour let me give you some background.
This neighbour has actually started the work without even serving any notice to us. He said there is no need to let us know about building work as he already got planning permission. I tried to speak to him that this is against the law to start building a wall without serving any notice. It took us a month and cause so much stress until we managed to get a surveyor who warned him that he cannot start a building work without serving any notice.
So after all frustration now seeing the wall is not actually in the middle, made me think they just want to make everything in their own favour.
You guys are right that 3cm is nothing, but I was more frustrated that he think that he can do anything he wants before speaking to neighbour. We have a good neighbourly relationship with everyone on the street.
So again thank you for your advices, but please don't judge people without knowing the full story.
