Uninstalled / reinstalled Chrome ....0

process explorer will jut pick up processes, rather then the software controlling them.
incognito mode disables most add-ons, or you could have used the divide and conquer method of disabling half the addons till it goes away then re-enable one by one till it comes back
Put on ublock Origin and make sure it is enabled0 -
Problem still exists after reinstall of Chrome

if you haven't done a fresh install in the last year
it is quicker and more effienct these days to just backup/format and do a fresh install of windows whenever any gremlins get into system imho

I hear what you are saying and would generally agree
but am in the middle of a project at the moment, so don't really want to do at the moment
I have a Restore point on the 5th I can go back too

so if you switch on your machine, no browser etc is running? Does the popup appear?
What do you do to make that popup happen?
if you do nothing from boot, and it appears, suggest you run autoruns from MS, but probably easier to do the ones below.
There is also the popular AdwCleaner.exe and malwarebytes - try them both0 -
System Restore doesn't want to play ball
Don't really know what triggers the pop ups
Suspect its Chrome, as the browser is the 1st prog most of us use nowadays
Will leave it overnight at the boot up state and see if any pop ups in morning0 -
Are there any websites in Chrome notifications under "Allow"
