Leaving mobile company

I'm looking to upgrade my phone package, however my mobile provider is only offering me a small amount of mins, texts and a rubbish handset for £35. I have spoken to them and stated that new customers are being offered much more, but they state that this all they can offer me.
Does anyone know if there is there anything to stop me cancelling my contract (which has expired its 18 month contract) and opening a new contract with the same provider as a new customer, using the pac code it has provided me?

you will need to mave the number to another sim, a free PAYG one that are often on the freebies part of the forum, then move it backEx forum ambassador

if they won't offer you a better deal than a new customer, or at least match it then use the pac code to go on payg with a free sim, then find a killer deal (not a cashback one though) and go on that
things arent the way they were before, you wouldnt even recognise me anymore- not that you knew me back then
