BT wont give me a PAC by text, nor can I get via website - should they be fined?

Not unless it's a systemic failure continuously.

And they piggy back EE network so use the same systems.

You are texting PAC to 65075 ?

And you are out of contract ?

no, in contract, yes texting 65075 partly to see how long I have left. triggered by a temporary need for more data and failing to find a way in the impenetrable, maze-like bt website (I keep findingmyself where I began) to do anything except double my bill indefinitely....ps I was also warned as I texted 65075 I would be charged when I thought it was supposed to be free....

Ofcom's news bulletin certainly suggests it should be free. https://www.ofcom.org.uk/about-ofcom/latest/media/media-releases/2019/end-it-with-a-text-mobile-switching

I also found this, which could be of interest:
Text ‘INFO’ to 85075 – and find out more

If someone is not sure whether they are still ‘in contract’, and would have to pay any early termination charges, they can simply text ‘INFO’ to 85075 to find this out without requesting a switching code.

just tried that - another message I'll be charged, and exactly the same number as replied when sent the message to 65075 replied with another refusal - both came from 64364!

I think at this point you HAVE to call them, if only to ask them why the text-based system isn't working!

Have you tried phoning them ?

You might not even spend ages listening to a music loop.
