Hello,
it is my first time posting, hopefully i'm in the right section.
i received a notice about a parking in private land. i may have parked there, but can i decline to pay on the ground the offence been committed was back i end April 2019.
my understanding there is a set limit when a notice can be served to the keeper of the car ? not sure how long though, and if this is right will this be sufficient ground to appeal this pcn charge
your help will be much appreciated.

You should edit your post so that the identity of the driver is not known. The parking companies visit here fishing for information to use against you.
e.g. "the driver may have parked there".
And definitely remove your name!

Your OP needs more editing
Use the third party to describe what happened as in "the driver did this"/the keeper did that"0
