Private Parking Ticket that I have a permit for - appeal rejected

Hi all,
If someone was to park in a private hospital parking for which they have a parking valid permit for, however on this particular day forgot to display this and received a ticket for it. They appealed using the newbie thread template but the appeal has been rejected. Company name: Vehicle Control Services LTD (VCS).
Later they received a letter which rejected my appeal and said they are not associated with BPA or POPLA and they can only appeal through IAS?
My question is
1) The letter says the grace period was exceed in the car park even though they have only sent pictures of the car being parked there for about 2 minutes difference only. They sent pictures multiple of them of my car parked with time stamps but only about 1-2 minute difference in total, can they do this
2) Shall I just pay the £60 charge, I have till 9 July to do it?

Did you identify the driver already in your appeal? If not change any mention of the driver to, "the driver".
You can't post links yet but you can obscure them by adding a space or changing http to hxxp. A regular user can then post the live links.

No I did not identify driver, but the reject letter says I have to identify it or they 'may purse you as the registered keeper of the vehicle for the outstanding charge, as per Schedule 4 of the Protection of Freedoms Act 2012 (PoFA)'.

You are under no legal obligation to name the driver and the keeper of the vehicle has greater legal protection than the driver. You should edit your post to hide the identity of the driver asap.0

Is it worth appealing to IAS?0 -
The IAS is completely biased in favour of the parking companies. The advice in the first post of the newbies thread is not to appeal to IAS.Q - ''My PCN is from an IPC member, should I really not try IAS, and why not?''
A - If it's PCM then give it a go as they seem to enter 'no contests' sometimes, but otherwise, no chance unless you have something ground-shattering like proof there are NO signs up, or if they've said you were the driver/keeper and you are neither (e.g. if you are a non-driving resident and appealed instead of a family member keeper/driver, then it can be fun to expose the PPC to that fact at IAS, proving you can't drive!). Normal appeal facts like 'I was not the driver, no keeper liability' don't cut it with the IAS which is deemed to be a kangaroo court, and losing that stage will make most posters feel worse, and more worried. SO DON'T!
Edit: you should go back and have a read through the newbies thread keeping in mind that you're dealing with an IPC member and not a BPA member. It should answer all of your questions.0 -
The ppcs monitor this forum and can use posts in your thread against you in Court

Approach the hospital asking them to get this cancelled - that’s the quickest way to deal with this and don’t be fobbed off.
BTW VCS have issued the PCN but have the signs got Excel’s name on them ?0 -

The newbies FAQ thread does point out that appeals to IPC companies will fail and the futility of appeals to IAS.
See #4 in the FAQ.
You are now in the debt collectors stage. Ignore everything except a lbcca or court correspondence
If it comes to that then come back at that time for advice on how to deal with it
In the meantime keep on to the hospital to get this cancelled0 -
The hospital won't do anything, they say its not in their control. Already tried this. Not sure about the signs if they have that on them, I will go check tomorrow0
