Ignoring final demand but address has changed...what happens if they send a court letter?

I'm really sorry if this has been answered many times, I have searched and read and can't find an answer...apologies if it's there somewhere.

A friend is looking for advice...they moved house and stupidly didn't update their address immediately with the DVLA. A parking fine was issued by Private Eye (in Scotland) but they never received the letters. They have since collected some mail from their old address (which they rent out) and there was a final demand from Stirling Park. Having done the research they know to ignore this. However, they are concerned that if they do become one of the few Private Eye decide to pursue they won't get the letters about court.
As they have read about these things cropping up years after the original ticket date, it doesn't seem feasible to ask their tenants to repost their mail every fortnight for the next 5 years and they now live 2 hours away so collection isn't an option either.
Is there any way updated contact information can be passed on without it ensuring a court letter follows?
I'm basically asking for any advice as they don't want to accidentally ignore a court letter and end up having their income arrested or bank accounts frozen!

    They fill out the data privacy form in P/Eye's website, with their new address.

    As well as (in ALL cases, including Scotland) complaining to the retailers who can cancel it in minutes. Make themselves a pain if need be and if it's a multi-store retail park contact the overall site management by Googling the place.

    It's just a matter of complaining to the company that contracted with P/Eye. Scam over.

    and enlist the support of your MP as they are obviously trying to scam you.

    Nine out of ten of these so called breaches of contract are scams

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

    Until this is done you should still complain to your MP, citing the new legislation.

    Haha yes, exactly, he's started to branch out in to ridiculous parking ticket scams!
