    I m a meter reader for 20 years.
    To rule out meter tampers
    Such a huge difference in the two accounts and if it cannot be explained by incorrect meter readings or too many estimates I would take a very very close look at the electric meter .
    Firstly there should be a metal seal protecting the lower cover above where the cables enter. This seal, and it should be a genuine one ( copies available on Ebay ) and securely fixed.
    There is a central metal screw on the lower cover which should be absolutely pristine showing no rough edges. If there are signs of usage on this screw someone has been taking the lower cover off.
    Its not a good idea to take this cover off unless you are a qualified electrician but under this cover is where the bypassing takes place by adding a short link wire. There would be more evidence of screw damage, and possible scorching . This scorching can sometimes be seen from underneath the meter where the cables enter.
    Meter bypassing by small businesses are common , mostly in the takeaway trades but other sectors also indulge.
