Flight purchase terms through travel agent

If you’ve agreed to terms of sale for flights over the phone but you haven’t yet made payment, are you under any contractual or legal obligation to pay that deposit if you are unsure of anything in the terms of sale? Am I right in thinking that unless otherwise specified on the phone, the terms of sale don’t become live until after payment has been made?
