[HELP] PCN from Euro Parks

Hello everyone, hope your all doing fine.
I would really appreciate if someone could help me out with a current appeal that i got going.
Here is what has happened so far:
• Received parking charge notice through the mail (copy of letter attached below, with sensitive info covered)
• I appealed via their site using the "blue text paragraph" on the newbie thread.
• Euro parks has gotten back to me(copy of their reply also attached below), rejecting the appeal(like expected), and have given me the Unique POPLA Verification Code.
Files/Copies : drive.google.com/open?id=14RsbHGgVFkYJ34MKL1ahuZfVlKcAcmR9
Now, following the newbie thread i am a bit stuck on what template to use exactly for the POPLA phase. Could someone tell me which one is best?
One thing i'd like to add. Like you can see at the bottom of their reply, they attached an image of the sign, and the payable amount is NOT in big text, and also, they make it seem like the sign is totally readable by taking an extremely close up photo, but like you can see from the photo that I've taken MYSELF, the text is pretty unreadable from any realist distance, for example, in my photo i am standing just outside the parking bay.
Thank you ever so much, any sort of help what so ever would be greatly appreciated.
Thank you!

are you sure its Euro Parks and not ECP ? Euro Car Parks ? (its important)
either way, there are NO templates for the popla stage
there are examples and special paragraphs you can use , base it on the following legal arguments
NO LANDOWNER AUTHORITY
POOR AND INADEQUATE SIGNAGE
ANY POFA FAILURES
ANY BPA COP failures
etc0 -
Lots of people lose v ECP at POPLA, then ignore them, as they never sue.
But to get rid of them, put POPLA on the back burner, and complain to the retailer & they will cancel it if you make yourself a polite but persistent complainer about this scam.
Do that first. And we mean REALLY exhaust it, going to Head office and the CEO.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

Sorry, yes, it's Euro Car Parks.0

I've tried going to the retailer, but no luck, i asked "who would it be the best person for me to talk about a compliant to?" and the guy at reception said "i can give it a shot", so i told him and he said that unfortunately they can't control that and that it's all on their provider(Euro Car Parks) and that if i wanted to complain/appeal that i would have to do it via them...
Should i just call it quits and pay the current amount before it goes up? If a lot of people lose against Euro Car Parks at POPLA then why risk the amount going up then possibly having debt collectors knocking at my door? seems like a massive headache...0 -
Have you read #3 above?? If so then you look to have misunderstood its first sentence!
No-one here will advise you to pay.
(You only risk bailiffs knocking on your door in the unlikely event you get sued, lose in court then ignore the court order AND the claimant then decides to enforce the order by way of using bailiffs)0 -
Hey. which retailer was it? - do you have a receipt. Honestly your best bet if you were a genuine customer is to look up the CEO of the relevant retailer and write up a lengthy email about how you are disappointed as a customer to be treated like this, how dare they give you a £100 fine. - I managed to get my McDonalds one cancelled like this after being continuously told to speak to MET directly about appeals.
If no reciept and not a genuine customer, then time to start drafting your POPLA appeal. Look through the forums for similar cases by ECP. I am going through the same thing atm with an ECP appeal and tbh, once its rejected at POPLA their letters are going to my 'ignore' pile.0 -

Why on earth would you do that, do you have a habit of contributing towards a scammers next BMW?spiderman421 wrote: »If a lot of people lose against Euro Car Parks at POPLA then why risk the amount going up
So what didn't you read this:Coupon-mad wrote: »Lots of people lose v ECP at POPLA, then ignore them, as they never sue.

That isn't going to happen they are not going to come to anyone's door they only send stupid pointless letters then give up.
You have been given all the advice on here have you actually taken it in?0 -
Read this re poor signage
https://forums.moneysavingexpert.com/discussion/5972164/parking-eye-signs-oxford-road-reading
and look on Google Earth for Smart Parking's War and Peace length T&C at Fistral Beach, and enlist the support of your MP as they are obviously trying to scam you. In fact more than nine out of ten of these so called breaches of contract are scams
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.
http://www.legislation.gov.uk/ukpga/2019/8/contents/enactedYou never know how far you can go until you go too far.0 -
As Coupon-mad and adam5816 have advised, complain to the head honcho, not some bloke at reception or Customer Services. Finding the CEO is usually possible via Google. Best to verify that the retailer is also the landowner though .... which retailer was it?
And again as has already been said, the landowner complaint needs to be done ASAP.
If it does come to the POPLA stage, your important point about ECP's misleading close-up photo of a sign v. the reality will be one to hammer home, with the aid of photos.0 -

Debt collectors have absolutely no powers other than the ability to send out poor quality bog paper. The only reason they would come knocking on your door is if you invited them round for tea.
There are several ready written PoPLA appeal points in post 3 of the NEWBIES, including a very long "Inadequate signage" point. Use that with your own photos plus all the other points that are relevant.
Copy and paste, and post your appeal here for checking before you submit it. Headache pills not needed.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0
