Resident parking but no bays/lines

When visiting a local hospit I have always parked on a road about 10 minute walk away.
Today after returning to my car I was surprised to see a PCN. I drove down the street and there are some small yellow signs on the odd lamppost saying residents only parking and there is also a sign as you turn onto the street saying residents parking past this point 8am - 9pm.
There is nothing on the street though, no parking bays no yellow lines, nothing saying what the fine is if you park without a permit.
I have parked on her every couple of weeks for over a year and never had a ticket before. Maybe I've just been lucky. I have checked Google Street View and these signs are on it so must have been there a while.
My two questions are, does there need to be bays/lines on the road for the area with resident permit parking?
Secondly, does there need to be a sign to say when this ends? If you drive along the road you get to a housing estate and there are no signs at all saying about resident parking but there is nothing to say when this stops?
