Tarmac Delay Luton Airport

Trying to find out for my parents if they can claim any compensation.
Flight from Sorrento took off as scheduled and due to land in Luton approx. 7.30pm.
Plane landed as scheduled but then held for several hours just off the runway. Reported to passengers as issues with ground staff not being available so they were not given a gate to approach.
Held in the plane for hours with no airflow, plane is getting unbearably hot, distressed families etc, no water offered even when requested.
Eventually disembark plane, go through security, reach baggage carousel. More delays of several hours because apparently the baggage handlers had left for the night.
My parents left the airport, there were issues with buses to the car parks because it was so late. Eventually got to their car at 2am for a 1hr drive home!
I can see that tarmac delays appear to be covered for compensation in the USA but can't see anything for the EU/UK.
Can anyone advise?

Sounds horrendous! and obviously very badly dealt with by the airline.
A crucial question in this case, which could make this a simple or (potentially) difficult claim.
How much past the scheduled arrival time was the first door opened?
Were the doors opened for cooling while the aircraft was held for several hours on the tarmac?
Which airline was it? and what date?
