    Its possibly the child throwing things out of the window without the parent knowing. Is it a shared garden? Inviting them to use it may help.

    I would start taking pictures of the trash that is being thrown around.
    Nothing beats having the evidence on film.

    1/ Anybody who throws dirty nappies out of their window into any garden/land below is clearly utterly unhinged.

    ... and therein lies your problem.

    You can't "do anything" .... for now, except gather evidence, make notes, keep a diary.

    They also quit young and eat biscuits to stop the craving. "A new tenant moved in the building a few months ago. Then cigarette butts starting being thrown out a window in the garden. A note was placed on the front door about it and it stopped. Then lots of biscuit and chocolate wrappers, baby juice boxes started appearing in the garden. (I was there in one occasion but didn't see who it was)".
