I've tried to learn as much as I can absorb from the threads but grateful for advice.
RK has 5 letters - PCN (dated more than 6 months ago saying RK failed to obtain valid ticket), 2 from ZZPS and 2 from QDR threatening to take RK to mag ct unless RK pays up.
RK has not ignored these letters in the real sense as that they were only delivered yesterday! The driver (Blue Badge) wasn't aware of any new operating system at the station, therefore went ahead to park car, displayed badge and clock as they've always done in the past. Another point is that the driver didn't have a phone so wouldn't have been able to use it to register anyway. The driver arrived at car park in the dark - there was no clear signage - they remember seeing the disabled logo - that's all.
RK has drafted a letter to explain and RK will not pay as disabled parking is free anyway. I've read some peeps have not had appeals accepted about this but RK has only just received all 5 letters!
Any advice?

You do now need to start reading every single sign you come across in any car park, having a blue badge does not automatically entitle you to free parking and as you have now realised badges may have to be registered to receive concessions

Easy said than done when the Blue Badge holder since disabled hadn't actually used this car park for about 3 years.

The blue badge scheme doesn't apply on private land, so disabled motorists should never assume parking is free; they should always check.
If more than six months has passed then according to the Magistrate's Act, neither the PPC nor the Train Company should not be able to prosecute in the magistrates court.

I too am a BB holder and I doubt that the parking was free
I believe the BB holder took the usual 3 hours option if the BB is displayed on public roads with single and double yellows etc and thought it applied to anywhere that has a disabled bay, be it in a supermarket car park, council car park, hospital etc, when this is not the case
hence why I asked if it was a penalty and what the signs say about BB holders parking options , because this is going to be railway land , not private land and not public roads either
until we know these answers, we cannot help
but the BB holder can expect Govia to take it to Mags court under the bylaws, which they are already doing in that linked thread above , so keep your eye on what happens in a couple of months time because this could go the same way, with a similar outcome
