I asked about time scales and ADR....

"As outlined in our standing operating procedure (attached), we aim to respond to appeals
received on a weekly basis and hold appeals panels on a monthly basis.
Alternative dispute resolution(ADR’s) are used by companies affiliated to the British
Parking Association (BPA) when considering appeals against Fixed Penalty Notices
(FPN’s). Aintree University Hospital NHS Foundation Trust does not operate FPN’s, we
operate a contract to park on site, and when this is breached we issue a Breach of
    Contract notice (BOC)
We are not members of the BPA and are not obliged to operate an ADR procedure. "

    was the FOI reply

    Fixed Penalty Notices (FPN’s).
    FPNs?!!

They think PPC scammers are the Police, then? How do they work out that they are different, and why are they not offering ADR, given the ADR Regs for ANYONE who offers a 'service' under contract, to consumers:

    http://constructionblog.practicallaw.com/are-you-trading-with-consumers-complying-with-the-new-adr-regulations-part-2/

Yep I know that's a construction Blog but it spells out the ADR regulations:

''if traders are writing to consumers after 1 October 2015 to say they are unable to resolve their dispute, they need to provide consumers with the name and details of a certified ADR provider in their final response letter (that is, the information required by Regulation 19(2)).''
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    latest ....

In response to your queries listed below, please see our response in blue.

Q1 –“ As outlined in our standing operating procedure (attached), we aim to respond to appeals received on a weekly basis and hold appeals panels on a monthly basis." - Do you have a policy or procedure when this does not happen? -

We do not have a procedure for when we do not achieve a response to appeals received on a weekly basis or fail to hold appeals panels on a monthly basis. This is however our target.

Q2 - "Alternative dispute resolution(ADR’s) are used by companies affiliated to the British Parking Association (BPA) when considering appeals against Fixed Penalty Notices (FPN’s). Aintree University Hospital NHS Foundation Trust does not operate FPN’s, we operate a contract to park on site, and when this is breached we issue a Breach of Contract notice (BOC)" - This reply is not factually correct. And as such I ask again what your procedures are re ADR. failure to correct the above statement will cause reporting to the ICO.

We apologise if information provided re FPN’s is not correct. We have provided this in good faith and believed this to be so. We can confirm however that we do not issue FPN’s, and we do not operate an ADR.
