If a hospital is operating its own car parking regime, and not through an ATA.
then can some one please point me to any info regarding DVLA access without ADR scheme.

Some Trusts who manage their own parking are members of the BPA AOS e.g. Airedale NHS Trust but other are not. AFAIK no NHS Trust is a member of the IPC AOS.
If the landowner claims trespass then purchasing RK details is legitimate without being a member of the BPA AOS.0 -
According to the ADR for Consumer Disputes Regulations 2015, anyone with a dispute against a business, including motorists, should have access to ADR for up to a twelve month.
As per the OP's question, I don't know how a landowner claiming trespass can offer ADR. I don't know if it applies to trespass because it may not be contract law.

this trust is only using breach of contract ,
this started out as a simple question to them ... some of the stuff back is incredible!
I would like it to play out a bit ... they lost my first FOI , after a month or so of questions.

the main ones we see on here are at Aintree and use Trethowans, so search for those as there is a lot of background info on them0

I asked about time scales and ADR....

received on a weekly basis and hold appeals panels on a monthly basis.
Alternative dispute resolution(ADR’s) are used by companies affiliated to the British
Parking Association (BPA) when considering appeals against Fixed Penalty Notices
(FPN’s). Aintree University Hospital NHS Foundation Trust does not operate FPN’s, we
operate a contract to park on site, and when this is breached we issue a Breach of
Contract notice (BOC)
We are not members of the BPA and are not obliged to operate an ADR procedure. "
