Wheelie bin on driveway - neighbour dispute

We rent out the ground floor flat of 2 storey building. The new owners rent out the first floor. It is a mid terraced house and we own the back garden whereas the first floor have the right to park on the front driveway. The owners above are disputing the use of 6 bins (3 each given by the council) on the driveway. There…

It might be that the local Council has a map of precisely where people's bins are to be put out - but not left out. As part of your research you could find out where the bins to your property are supposed to be put out.
I had no idea of such things until one of my neighbours did the wrong thing and the Council sent letters to a dozen houses saying we'd put the bins out wrongly.... and enclosed a nifty map with dots on it.

As has been said, if you have no rights to the driveway and no rights to store bins, then you can't make your problem their problem if they simply want "what they paid for".
