    It's extremely rare for anyone to appeal as driver as it's not recommended

    If the V5C is in your own name then yes use that appeal as keeper

    However, if it's not then read the edna basher posts and links lower down that post, near the end, if is hire or lease or company vehicles

    I am the registered keeper and I wasn't the driver. The vehicle is owned and not leased.

    Ok, so use that appeal as keeper and expect a rejection

    Then read up on the interim stages same as an LJLA and RHA pcn

    You should also read the threads about UKPPO and Newcastle airport too, especially the current court claim ones

    Do some research to see if airport byelaws apply.

    Get your own pics of the site and signage especially any that do or don't say what double red lines mean.

    The reason is simple. With all the real illegal scams like phishing and online bank thefts, many people associate the word "scam" with illegal activities by online thieves. As the advice from police and banks is to ignore scams, there is a danger that OPs may think of these charges are scams to be ignored.

    Online dictionaries define a scam as "an illegal way of making money, usually by tricking people" or "A scam is an illegal trick, usually with the purpose of getting money from people"

    These charges are not illegal and the PPCs are not thieves by the legal definition. Yes, they are rogues and exploiters but the courts uphold many of their claims which they would not do if they were scams.

    The way you beat the charges is often making sure that they have followed every minute requirement of the law and trade association, dotted every "i" and crossed ever "t" which expert contributors on here can help with.

    So my beef is really a matter of semantics.

    In case anyone may misinterpret this post, Regulars will know that I am NOT on the side of PPCs and strongly support the work done here to beat the PPCs' swingeing charges which I have called penalties to differentiate them from charges for parking ever since I joined this forum.

    As for it being a Scam, the word does in my opinion sow the seeds of ignore into people, however the PPC industry is built on half truths, slights of hand, pressure tactics and more. You could of course swap one vowel in the word Scam for another to describe those who operate PPC schemes/allow them to operate on their land.
    As well as the illegal trick definition a Scam can also be a way to obtain money ( ort another advantage over someone) by dishonest means, ( which may or may not be technically illegal)


    PPCs sail close to the wind, terms such as PCN battenberg style borders, windscreen tickets that just by some odd co-incidence look like real council issued ones, continuing to use flawed implementations of technology despite knowing about these flaws (anpr/double dips) early payment discount periods and so on
    From the Plain Language Commission:

    "The BPA has surely become one of the most socially dangerous organisations in the UK"

    Well, I have got back from holiday to find my appeal has been rejected and they may pursue me as the registered keeper. What is the best action for me now please? Thanks

    rejection was inevitable

    Ignore until an LoC or court claim arrive in the post within 6 years like posts in the newbies thread explain

    This won't be resolved until a court case, same as those for LJLA and RHA etc, so read all the recent RHA court cases on here to get up to speed

    Email a SAR to the DPO at VCS to get the documents and pictures and data about you and your vehicle

    It may be all, may not be, but yes, you are gathering as much evidence as possible, sometimes a SAR focuses their minds if they find an evidence failure
