    Agreed - OP's buyer can't use the Visa/Mastercard chargeback process that applies to (some) card transactions, but they can claim to their bank that they've been defrauded and seek a recall of the transaction, which isn't literally 'chargeback' as such.

    As others have said they can't process a chargeback when its a money transfer.


    As it happens the chargeback for receiving "worthless items" such as paper, rocks etc is so water tight that its often used for false claims.

    As far as I'm aware the current "fraud guarantees" don't cover this kind of fraud. Usually only for APP fraud and having their details compromised.

    I suppose the buyer could fraudulently report it as APP or having their details compromised but the bank should be able to spot this and decline the refund, hopefully.

    The letter arrived today and they are saying what was in there isn’t there just a piece of paper which I argued was not the case now all they are saying is refund to my bank ASAP before I charge back with my bank

    As others have said, they cannot charge it back but they can report it to the bank as fraud.

    This would be a big risk on their part. They could end up under investigation with a CIFAS marker themselves. But, that's still a risk many people take - normally they are unaware of the consequences and process.

    If they report it to their bank, then their bank will most likely report it to your bank. At that point there are many options as to what will happen, most likely one of:

    1) Your bank looks at your account, decides it is not suspicious and takes no action

    2) Your bank temporarily freezes your account while it investigates. It may ask you for details of the transaction etc

    3) Your bank investigates, decides it is very suspicious and reports this to the NCA - and your account gets frozen for several weeks, possibly even blocked and the funds returned. This is only very likely if there are other warning signs on your account (like previous accusations, or big transfers in and out, or you keep the account at 0 balance etc). But some banks are jumpy, so this isn't entirely out of the realms of possibility.

    If I were you I would proactively write to your bank now with all of the evidence you have that this was genuine (even if it is not conclusive) and tell them the buyer is trying to bully you into a refund by threatening to report it. People do this all the time where I work and it does really help and make a difference.

    Also, make sure you have another bank account with funds for 3-4 weeks just in case. But do NOT empty your current bank account as that will look highly suspicious.

    I would continue to respond to them that you have sent the tickets and there is no cause for a refund.

    Thank you I do have other banks and have left the money they transferred in the account I don’t have any other major transactions on the account just shopping and wages! I will write to Barclays whom I bank with and just send in proof in advance just to be sure!

    You don't have any proof only that the letter is delivered there's no proof you put a ticket in it

    it may well be a course that it was intercepted on the way and somebody else took the ticket you will never know

    as I said before you should cancel the ticket and get a replacement

    The OP does not need any proof the tickets actually arrived because it was not a card payment so there cannot be a charge back.

    What they need to prove is that this is not faster payment fraud. The fact that they have sent something recorded delivery, used their salaried account to send it, and remained in contact with the seller should be more than enough for the bank to swiftly conclude that this is not faster payment fraud.

    At that point it becomes a merchant dispute between the buyer and seller. And as there is no system for resolving merchant disputes for FP transactions they will be in the clear.
