Random question - does a PCN have to be attached to the windscreen or just anywhere on the car?

    If this is for a private PCN, the Protection of Freedoms Act (PoFA) 2012, linked from the NEWBIES, gives a specific answer to this question.

    Thanks for that Fruitcake - assume the relevant section is “by affixing it to the vehicle or by handing it to a person appearing to be in charge of the vehicle.“??

    Main reason I asked was that it seemed slightly in contravention to the wording in the BPA code of conduct which states:

    The parking charge notice is the document you:
    • give to drivers, or attach to their vehicle windscreen, to tell them they have broken your terms and conditions and are now liable for parking charges,

    Wondered if this was means to contest if it was placed on door window?

    As another slight aside to the attempt to find cause to contest, when I go on the APCOA website and put in the relevant details, it says that 'No Records match the information you supplied'

    Anyone had this issue before?

    As they are unable to access your data from the DVLA until after day 28 (as this is a windscreen ticket), they might not be in a hurry to enter the ticket into their system (educated guess on my part, not necessarily what the reality might be).

    You need not deal with this until day 26 after the parking incident, so keep checking on their website to see if they're then showing your PCN details.

    At day 26 you need to make your initial appeal using the blue text template (unaltered) in the NEWBIES FAQ sticky, post #1. This part of the sticky also explains why appealing at day 26 is important.

    If the PCN details are still not showing on the website then, and you can't appeal via the website, you could do so via snail mail.

    Alternatively, you could just wait to see if they (eventually) send a NtK before day 56 and deal with it then.

    Whatever, APCOA will throw in the towel if you need to appeal to POPLA, so you'll not be paying this.

    A door window is still a screen to prevent the wind getting in. It just happens to be on the side instead of the front. There is no traction to be had with nit-picking there.

    As advised, send the appeal template from the NEWBIES around day 26 as already advised.

    If/when it is rejected construct a PoPLA appeal using all the template points available to you from post 3 of the NEWBIES, then post it here for checking before you post it.

    In the meantime, get pics of the site and signage ready for PoPLA.

    Complain to PALS.
