    Which is one reason why references to NIPs and insurance in this thread are irrelevant - it is a DVLA licensing matter.

    As noted in Post 39 the

    Siezure by the DVLA does not involve any requirement for a NIP to be issued.

    If the police deal with no insurance there is no need for a nip.

    If the police are dealing directly with the driver then there is no need for the s172 notice but a NIP, either verbal or written (most forces have a standard self copying form) is required to confirm that the offence is being reported for the intention to prosecute.

    Insurance doesn't require a nip verbally or written.
