You bought from a UK seller and it even says UK layout in the description.
Pictures are usually just for illustration - If a phone holder includes a picture of a phone, do you a assume the phone is included?
I don’t think it’s fair they’re out the original postage and return postage because you didn’t take the time to read the description - sorry!0 -

No but if the picture shows a phone holder for an iPhone and in the description it says for a Galaxy that would be a more accurate comparison to the OPs problem.
Misleading actions aren't permitted and pretty much anything that may cause the average consumer to make a transaction they otherwise would not have is classed as misleading.
A keyboard that comes with 2 layouts should have the correct image, plus a company hoping to sell a keyboard for £100 should have the correct image.
Regardless of rights it's very poor service as well.
OP you can send them a letter before action stating you request the £13 is refunded within 14 days or you'll claim your loses via small claims.
They may buckle and pay up, if they don't you have to decide whether it's worth the aggravation of court action for the £13, which it probably isn't to be fair.In the game of chess you can never let your adversary see your pieces0 -

£13 is probably too low a figure to claim via court case, the court would look to it as being de minimisIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
