TNC parking services

Hello everyone,


Before I start - I did read newbie thread and did not seem to find the answer.


Long story short - I got two tickets on the same road, 3 months apart which is run by P4 Parking LTD.


There are no yellow lines/bays etc.


I've ignored the tickets. Today I've received a letter dated 11/06/2019 from TNC parking services, threatening courts and the other usual stuff:rotfl:


Funny enough, they state on the letter 'TNC do not accept appeals as they did not issue the PCN. All appeals should be made in writing directly to P4PARKING within 28 days from the date of this letter.'



Now they above sounds controversial as according to the ticket I received on the windscreen I only had 14 days to appeal, now they are giving me extra 28 days. Nonetheless, I went on the P4PARKING website to appeal, but when I enter my PCN numbers it comes back as 'Sorry, we cannot find this ticket - please check the details you have provided are correct Click here to return'.


On their website it states that I can only claim via their claim portal. I did manage to find complaint email provided by them.



So the question is: Do I email my appeal to their complaint email, or do I just ignore and build defenses due to the fact that I could not appeal via their provided website (in case of court)?

Also, Please do not crucify me if there IS an answer somewhere in the forms :)

    some of your assumptions are incorrect

    the WINDSCREEN ticket was a Notice to The DRIVER who could have appealed it in the timeframe to P4 within 14 days for a reduced rate

    the TNC letters were sent to the KEEPER (not the DRIVER) and invite the KEEPER to pay or appeal within 28 days of the letter

    these KEEPER letters that came in the post may or may not have adhered to POFA , so check wording and timescales to see if they failed POFA or not

    if you as KEEPER cannot appeal them , complain by email to the BPA AOS team and add a brief timeline of events and also attach copies of the latest postal notices (without revealing who was driving)

    your BPA complaint is the inability to appeal the pcn,s as keeper directly to P4 (no blabbing about who was driving to anyone whatsoever)

    this is all about what a keeper can or cannot do , any windscreen ticket is more or less irrelevant

    Nine times out of ten these tickets are scams so complain to your MP.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    Appeal as the back of the TNC letter tells you, as keeper. There is more than one option.

    Don't send random emails as they won't 'count' and won't get you a POPLA code.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Should this be done prior appealing to parking company or after?

    that is my point (and why I mentioned the BPA)

    your appeal should go to P4 Parking and if the NTK says use their website then that is one method

    normally you can post an appeal because not everyone has internet access

    any emailing of MP,s etc is done later as its not time sensitive

    Do not compose your own appeal. Use the template that is in the Newbies thread.

    Which private estate?

    One you live on?

    One you were visiting?

    One you decided to park on to visit the nearest Tesco?

    Could you give us some more detail please?

    First thing I noticed is that in the PCN I received they refer to it as a CAR PARK, and not a ROAD - I don't know if that makes any difference.


    Secondly, They keep referring to POFA Schedule 4, Paragraph 8(2)(b), in which they say 'You are notified under paragraph 8(2)(b) of schedule 4 of the protection of freedoms act 2012 that the driver of the vehicle is required to pay this parking charge in full. If you were not the driver at the time above you WILL NEED to advise us of the drivers name and current postal address.' It does sound quite aggressive due to the fact that Paragraph 9(2)(e) states that they should be INVITING me to inform them of the driver. But again, I don't know whether it's relevant and if there wording here is not that important.

    I've downloaded a template from parking cowboys, which I amended to fit for my appeal.

    It is a Royal Arsenal estate in London. I live in the estate, but not on that street. On both occasions the vehicle had to be parked there overnight due to certain people visiting me and there is only space for one car. Parking in the whole estate is managed by another company, except the road my car was parked on which is managed by P4PARKING

    nobody mentioned that english law is simple


    as for the appeal template , its in the third thread down from the top of this forum , in blue text in post #1 (the first post)


    nobody told you to go to parking cowboys and there is no need to do so
