    Ignore ZZPS. They have no power to do anything but write nasty letters.

    The PPC will argue that if the shops are open, the ticketing system was in place - save on Sundays, which are a distinct category.

    The presumption of the o/p is not unreasonable given the lack of specificity as to what constitutes "normal business hours" and given that, for example, the Court rules at CPR Part 2 (Interpretation) treat Saturdays, Sundays and Bank Holidays as non working days.

    Retail parks are easiest for the PPC's to argue as they are on all-fours with Beavis. The contract point is not a slam dunk, but is capable of argument. If proceedings are issued, the additional costs claimed should normally be challenged as most signs fail to provide for bolt-on costs.
