No Outside Stop Tap - Should Water Co Provide One?

My flat doesn't have an external stop tap. The supply pipe for the flat comes from the road, then under the pavement, then under a tarmaced forecourt that I own and then under the threshold of the front door to the inside where there is an internal stop tap under a trap door under door mat. I think it's lead all the way.


The internal stop tap is failing and needs replacing. Is the water company obliged to install a stop tap in a chamber under the pavement like most other properties around here?

    Are you saying you have no means of turning the water off if there is a leak or suchlike ?

    I know my mains stop is a bit iffy in that it does not completely stop the flow, trickles at 'off' however the one on the pavement just outside the front gate is relatively accessible (I have a long 'key' for it) if its ever needed.

    You should I suspect have *something* to turn it off even if its outside your property ? I'm quite interested in this topic so I'm going to follow it (for reasons I'll not bore anyone with) :)

    OP would get more replies asking in Water Bills .as opposed to gas and elec.Water experts dwell in water /

    In my region (Dwr Cymru - better known as Welsh Water:)) it is the responsibility of the supplier to install/mintain a working stop tap external to the premises. The first person I contacted, said that they took responsibility as otherwise they would have to turn off the supply to most of the estate for a problem in one house!
    When we couldn't locate the external stopcock, the supplier sent out crews to attempt to locate - they finally decided that it had been buried by the Council when installing new street lighting! They then located the feed to my property and installed a new stop tap and chamber further "upstream" of the old one.
