Council Parking Ticket - car broke down

Hi there everyone, my car had broken down in the night and I had called the AA. The AA suspected the starter motor had stopped working so I was towed to a garage that specialises in starter and alternator repairs.
There was no place of parking on the road unless I parked on the double yellow lines. I decided to leave my car there so I can come in the morning and get it repaired first thing in the morning. When I had arrived there was a parking ticket stating "01 - Parked in a restricted street during prescribed hours" It was observed from 08:59 to 09:05. I arrived just before 09:10 with no parking warden in sight.
I have the AA report. A similar issue happened to me before but I just about got my vehicle parked at a garage. I sent my receipt of repair but they still decided I had to pay so I paid it.
Is there any way of not paying this? I believe it is unfair and I could not have parked it anywhere else.

As The Deep has pointed out in his previous post above, we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.

You have a good chance of seeing this off, especially as you have a breakdown report from the AA.
Be prepared, however for your appeal to be turned down at the first hurdle , its only when you get beyond that stage you have a chance of suceeding with council ticketsFrom the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0
