Tips on cooling a flat

A friend has just moved into a one bedroom flat in independent living/supervised accommodation
One major problem she has is the heat. It seems to be on in the building 24/7. Even with the heat turned down in her apartment and the window opened it can be like an oven. It’s all part of how the apartments are heated
All I can think of at the moment is an oscillating fan but in a small space I’m thinking it could get quite noisy after a while. Any suggestion as to what to do to make the heat that bit more bearable

How is the flat heated?
Radiators? Hot Air?
Turn the heaters off???
Ask whoever they pay the rent to about controlling it???0
