Which cell phone service provider is best if you are moving abroad?

Incoming texts cost nothing on any network. Call costs will vary between networks, £1.50 - £2+ /min. Personally I never answer a call with such charges, unless strictly necessary for a verification, but call back on my own terms at minimal cost.

I checked my and my country is not in the list.
One option is to keep my partner's SIM with me here in UK in a spare phone. So, I can pass on her messages. I don't think there will be any issues with this. Or, will there be?

We have roamed for 2 years on O2 sims using data/voice/SMS but have recently been warned about FUP surcharges. We now have local sims but we need a very limited and basic UK service for things such as OTP texts which are increasingly used in verifying ID. Any recommendations gratefully received.
